厚生労働省は社員の能力や仕事の成果を賃金に反映させる人事制度を導入した企業への助成制度を設ける。賃金の引き上げや離職率の低下、生産性の向上を条件に、１社あたり最大で130万円を支給する。能力や成果が賃金に反映される制度の導入で社員のやる気を引き出し、企業の生産性向上を狙う。
新しい助成金は雇用保険の積立金を活用し、2017年度から始める。日本企業に多い年功序列型賃金は勤続年数に応じて能力も上がる前提に基づいて支給される。だが能力や成果に対する評価が十分反映されないという指摘もあり、社員のやる気を妨げる壁になっている面がある。
新制度では仕事の評価を賃金に反映させる制度を設けた企業にまず50万円を支給する。１年後に(1)生産性が一定程度改善している(2)離職率が数ポイント低下している(3)賃金が２％以上増えている――という３つを満たせば、さらに80万円を支給する。初年度は7800社に助成金を支給できる予算を計上した。
今回の制度は政府が掲げる働き方改革の一環。旧来型人事システムの改正を通じて生産性の向上を後押しし、円滑な賃上げや離職率の低下につなげる狙いがある。

日本の成果主義は、査定期間にどれだけの成果を上げたかという「量」を重視しますが、成果主義本家のヨーロッパでは全く運用が異なっています。EU加盟国には、勤務間インターバルが義務付けられているため、短い時間で高い成果を上げること、つまり仕事の「質」を重視しているのです。
今後ますます労働力人口が減少する日本の目指すべき方向は、ヨーロッパ型の「質」重視の働き方ですので、「(1)生産性が一定程度改善している(2)離職率が数ポイント低下している(3)賃金が２％以上増えている――という３つを満たせば、さらに80万円を支給する」というこの助成金の後半部分については、生産性向上を支給要件に加えている点、一定の評価ができるのではないでしょうか。
